Provider Registration Categories
The Support at Home Program applies across all six registration categories for in home and community-based aged care services.
Registration is assessed proportionately:
- Categories 1–3 (lower-risk, non-clinical services)
Assessment focuses on governance, suitability, and organisational readiness. These categories do not require a formal audit against the Strengthened Aged Care Quality Standards at registration.
- Categories 4–6 (higher-risk, personal, clinical and residential care)
These require a provider-level audit against the Strengthened Aged Care Quality Standards and a stronger demonstration of operational capability and compliance.
Below is a brief overview of what preparation looks like for each group.
Categories 1–3 (Lower-Risk Services)
These include non-clinical and supportive services such as home and community support, assistive technology, and advisory services.
- Governance and Suitability of Key Personnel (statutory declarations, police checks, CVs, appointments)
- Core Organisational Policies and Systems (quality, risk, complaints, incidents, privacy, workforce screening and training)
- Cultural safety and Diversity Obligations
- Alignment with the Standard of Aged Care Rights and Code of Conduct
- Support at Home Readiness (transparent pricing, service delivery approach, home safety procedures)
- Regulatory Readiness, including access to the ACQSC Provider Portal
Categories 4–6 (Higher-Risk Services)
These include personal care, nursing, clinical services, and residential aged care. In addition to the above, preparation requires:
- Demonstrated readiness against the Strengthened Aged Care Quality Standards
- Evidence of clinical governance and operational systems in practice (not just documented intent)
- Workforce capability, screening, supervision, and training frameworks, Incident management, infection control, and safeguarding systems
- Secure information management and privacy protocols
- Audit preparation supported by real operational examples (complaints, incidents, care plans, risk registers)
